Door Lock - remove or fix

Please see pictures of our door lock system. The top one (shown in GREEN) works perfectly fine. Bottom one (shown in RED) is the issue, when the knob is turned the axle does not move. Solution: Either fix the RED or remove it completely, so that the GREEN can function on its own. Kindly only make contact WITH A QUOTE as it will help award the job. Given the lock is on the main door, job is essential.
