Retaining wall repair (one end of horizontal wood popped out)

Nails on the retaining wall wood (horizontal) must have come loose and one end of wood has slightly popped out. I tried to push it in with hands so I can put some nails/screws to put that wood back into place but couldn't. Sand/soil from the above is pushed down/outwards so it's occupying the space for the wood to go back in. Please see photo for more detail and let me know how much it will cost. Thanks.
