Need welder to make a steel fish pond cover

I need a welder to make a steel fish pond cover to make the pond child safe. I was thinking a metal frame that had steel rods running between it sitting just below water level with a metal mesh to cover it. Im sure that sounds super confusing!? Please get back to me :-) Titirangi area
