Hang pictures and gap stop

I need two rather heavy frames hanging, installing the hanging fixture into a solid brick wall. The pictures have two brackets that each sit onto a bolt in the wall (no picture wire), so they remain hanging level and don't move. (can provide photo of the brackets in advance if you need) Then also I have 2 areas where I need to properly seal around some electrical cords. Photo provided of the areas.
