Veranda/Deck cover

Hi there, I would like to get a quote for a deck cover (veranda as per the photos) and also insight on any legality around it. Deck is sitting on a ground level on one side and on a poles of 1.2m closer to the building (right side of the picture). There is another floor underneath so technically the deck is on second floor I think... yet most of the first floor is submerged under the ground..
