Drilling single 100mm hole in concrete block

We are looking for quotes to drill a single 100mm hole in the concrete block at the side of our house (to fit a 90mm stormwater pipe through). Block is approx 200mm thick. Access is very easy. Hole to be drilled with the centre in the middle of the silver tape shown in the photos.
