Small garden shed shingle roof, repair or replace?

The roof has developed some leaks due to the black paper lining breaking down under the shingle roof. Shed size roughly 2mt x 2.4mt. The shed is approximately 12 years old and in reasonable condition. Obviously lining needs replacing and either fix old shingles or replace with same or another material that is suitable.
