Ceiling mounted washing line installation

I need to mount a pully system to the ceiling of my apartment to suspend a washing line. (see attached photo). Involves installing 2 pulleys in ceiling, attaching the rope and actual washing line and installation of cleat hook. I can't do it as I I don't have a tall enough ladder (The ceiling is 3.3m high) nor the confidence to drill into the ceiling securely.

Arrived on time, nice and friendly and stuck to cost even when job proved slightly more challenging than could have been anticipated!
