Reattach existing towel rail or fix directly wired new one into bathroom wall

The existing heated towel rail has completely come away from the wall. It has a three pin socket to connect into a power point i.e. not direct wired. I need it fixed or if not possible, then I have another direct fixed power outlet one to be installed. Please call me any time on my mobile. Chris ---
