Retrofit Double Glazing

Converting an office into a minor dwelling. Windows currently have timber frames and single glazed. Need double glazing for thermal retention for council change of use. Looking for most cost effective option, can use existing frames or change to aluminium, whatever is cheapest. Happy to even change the style of the timber frames so there are less panes. Photos have measurements for remote quotes or happy to meet on site to discuss.
