Preparing a building site which is not level and crossed by a stormwater drain

We are currently looking for a building site and are considering a section in Pukehangi, Rotorua: 86 Tawavale street. It is 1100+ m2 with the issue that there is a stormwater drain crossing the middle of it, and the middle half of the section is about 3m below the rest. There is a manhole near the NE end which would need to stay where it is. The drain also can’t be moved, so we’d need to build on the southern side and fill in the hole as best we could to make the site generally more level, as well as compact enough to build as close to the drain as possible.
