Need solution to fix dampness under old carpet and underlay in small bedroom

Discovered a dampness area coming through broken concrete from previous water leak ( fixed years ago). Room size (3x3 m approximately). Need a solution to prevent the dampness coming up from the concrete into the room causing the present carpet and underlay to rot. Before new flooring goes down a solution needs to be found. I'm seeking a professional advice and experience to solve this problem as soon as possible, preferably in the next week, as I've got carpet layers booked for next Tuesday the 7th March.
