Replace Flooring Under Carpet

Had a leak in our hot water cylinder and part of the flooring on the other side of the wall, under the carpet, has swollen so that it is uneven. We think that the carpet and underlay need to be rolled back, the flooring replaced and the carpet and underlay replaced.
