Wrought iron panel fence repair

My house was built in the ☀️1950s with a drive running down under the house to a garage and a retaining wall alongside with a wrought iron panel fence along the top of the retaining wall. This fence is in a poor state with rust. I’m unsure whether to take it down and take the panels to be sandblasted and then get the welding repairs done or whether to have it repaired in situ.
