Fence and retaining wall

I need a new wooden fence on the boundary with a neighbour. The length is between 10 - 20 metres, I'll measure it properly tonight. The section is flat, however the neighbour intends to build up the height on his side by up to 0.5 metres, using sand as the main fill. So the fence needs to act as a retaining wall at the bottom end, with vertical palings taking the total height to 1.8 m. Note that the existing fence has already been removed.
