Minor mild steel and stainless steel fabrication and installation

I have an existing painted mild steel framed "Juliette" balcony which has a 304 stainless steel handrail. I want to do three things: - add two pre-painted mild steel brackets to side of existing steel frame (drilled and bolted) to support an outdoor A/C unit - remove surface rust and repaint existing mild steel frame - remove existing 304 stainless handrail (which is showing signs of surface rust) and replace with new 316 stainless handrail which also accommodates new A/C unit Work is at height, but has ready access
