Excavations For Off-street carparking

My property has two street frontages and quite poor off street carparking at present. I'd like help getting permission for footpath crossing and then the excavating of a second off-street parking space. Site is sloping but not massively so and access is easy. Retaining walls will be required if the job is possible. Space is slightly restricted by a power pole and a tree on council land. Who can help? Attached photo is from streetview and makes street look much steeper than it is.

Ultimately the job did not proceed because we ran into too many obstacles with council. However Tim was exceptionally good to deal with and refunded my deposit no questions asked despite the work he already completed with council. Highly recommend
