Excavations For Off-street carparking

My property has two street frontages and quite poor off street carparking at present. I'd like help getting permission for footpath crossing and then the excavating of a second off-street parking space. Site is sloping but not massively so and access is easy. Retaining walls will be required if the job is possible. Space is slightly restricted by a power pole and a tree on council land. Who can help? Attached photo is from streetview and makes street look much steeper than it is.

Millwater clay removal

We have lots of clay under a deck that needs to be dug out and moved away. Not sure how many cubic metres, perhaps 5-10m? Only narrow accessway so possibly needs to be done by hand. Hard packed so will take some effort to move. Perhaps a small machine can access. Photos would not do this justice, so need to inspect and quote. Need to be done as quickly as possible. Only earthmoving professionals with similar experience should apply.
