Ground scraping

My house is a new build with no landscaping in the front or back. Due to the heavy vehicles involved with building the ground is hard packed and uneven so it's difficult to begin any landscaping projects before this is addressed. I'm looking for someone with their own digger and truck to come and scrape down the front and back yard so it's clear and level, then dump the excess. Possibly bringing back some new top soil after dumping, depending on cost.
