Two repair or diagnose sparky issues in Northland, Wellington

The sensor security light has lost it's cover and uncertain if the sensor is working properly, repair or replace. Also the F&P oven does not seem to be properly earthed and has arced at least once and when used can dim the lights. Diagnose and repair if simple. If replacement parts are needed budget would obviously be more than $250. Thanks
