Electrical Wiring

Hi, Our house is having some electrical issues, mostly lighting surges and freak outs with a light bulb in the hallway and in one of the bed rooms. The rest of the house appears to be fine. The only other issue is that when too many appliances are on at once, it trips a circuit or the entire house power. It was a house built in the 1890's and we want to know what requires fixing to fix the issue with the front of the houses lights (mainly hallway and front bedroom issue) but separately, how much it would cost to re-wire the entire house to get it up to spec. It is a 62 Square meter house. I am not sure how much I expect the job to cost as we essentially want two options, to fix the front house lights (potentially the one circuit) and also a quote to fully re-wire, so please note I have had to put a number in but I am unsure.
