Hot water cylinder tripswitch/RCD tripping and not staying on

The hot water cylinder RCD in the fusebox has tripped and is not staying on. The hot water cylinder plumbing appears to be fine, however the wall switch that the hot water cylinder is connected to (not the RCD which is in the garage) feels spongy so it is difficult to ascertain whether the switch itself is the problem. When trying to flip the RCD to the on position, there is a sound like an arc/spark and the switch returns to the off position.
