New plug need for live wire

We had a heater that was in our linen cupboard which we never used and taking up space. Hubby removed it but didn't consider the live wires as the heater was part of the wall. He has covered them in electrical tape and we would like to safely block them off or turn them into a wall plug or something. Basically just make them safe. There might be another small job to swap the lights in two of our rooms as well.
