Inspection and quote of various issues

We are looking to buy a home, and need urgent inspection and quotes around various issues. The house is a triple story (including the basement garage and storage area). We need this information and a quote ASAP as we are currently negotiating price based around these issues! Issues: The flashing on the (newish) roof needs to be inspected and confirmed to be up-to-scratch; if not we need a quote to rectify. The basement garage has builders block wall adjoining the earth wall. There is some leaching either of lime, or maybe it is mould. We need to understand the structure of the wall - waterproofed? Solid/hollow blocks? Load bearing? Rising damp issue? and get a quote to sort this out. The house is painted with what seems to be a textured spray-on paint, that is grubby, and not perfect. We need to know if this is structurally sound and weatherproof, or if not, what a repair/repaint would cost. There are some wiring issues - inspect the distribution board and inspect loose wiring, and test a wire in a cupboard to see if it is live.
