Run electrical wire for outdoor lighting

I am currently building a deck and I would like to: - have an outdoor mains outlet - run wires that will allow me to have outdoor lights around my deck Although I am not an expert my guess is that the simplest way to run these wires will be to use the existing vents underneath the house.
