Bulbs blowing

Tenant complained bulbs continuously blow and trip the fuse on a particular circuit. I had an electrician come and found no fault and charged for the privilege. The bulbs continue to blow every 1-2 weeks to the point the tenant can't use the hallway and kitchen light. I'd like a second opinion and if nothing is found I've told the tenant I will replace the light fittings anyway because there's no point doing nothing and expecting the fault to disappear. I'd like someone who has knowledge of the likely cause and a likely cost of repair.
