Tap water too hot, possibly hot water cylinder thermostat needs replacing #2

The water coming out of my taps is too hot - near boiling. Want this fixed. Have tried turning down the temperature on the hot water cylinder's thermostat and replacing the thermostat (hopefully correctly...), but neither has fixed it. Hot water cylinder model: Rheem --- Thermostat model: EWT1L2-540NZ See pics

Workmanship was fine, the guys who came out to do the work were great. There was a miscommunication with costs which I believe was there fault, they would tell you otherwise. To their credit they let me pay what I believe was the cost since they could prove their interpretation was correct, but they were unprofessional in their handling of this dispute
