Cleaning, replacing and re-securing a hall light 5 m above the landing

We have a high (5 meters) hall light above the stair landing (930mm X 2,000mm) that has a blown bulb, needs a dust and the anchor wire looks loose. Second option is a couple of planks from the top of the stairs to the window sill, then the light is only 3.2 m above the planks. In my younger days I would have had a go myself, but Im not that brave anymore.
