Install new 2 powerpoints @ check wiring to lights not working

Hi there 2brm townhouse 80sqm in Three Kings, Auckland 1024. I'd like to have my wiring checked over. Downstairs lights seem to have connection problem, turn themselves off/flicker. Mostly off at the moment. 4 out of 9 lights not working inside. Light outside front door also not working. I also need a couple of additional power points put in. Cheers Lisa
