Wall jack lan port is not working

I have moved to a new house and one of the lan port on wall jack seems not connecting. It's a 5BDRM house and all four rooms upstairs is working fine but one downstairs is not connected. There are 5 cables coming out in upstairs storage closet and 4 cables out of 5 tested fine (using the cheap lan cable tester) and they are all connected to each room upstairs' lan ports but the remaining one that's connected to downstairs is not. I need someone who can fix this cabling issue. Thanks
