Check hot water cylinder and power meter

We have a 1 bed apartment with 2 people in it. No heating, and no excessive use of the hot water. They have been turning off as much as they can and the appliances bar one are new. The power bill is --- a month so something is not right. We need someone to check the hot water cylinder which we have tried to do by checking the temperature setting and using a thermometer at the tap - both were ok. Failing a problem with the cylinder we need to check the meter is working correctly. This is a third floor apartment. An appointment would have to be arranged with the occupant who is our son.
