Two extraction fans for a 2 level townhouse

An existing townhouse that does not have extraction fans in both upper and lower level bathroom. Need to have fans installed that complies with the tenancy regulations. Ducting access for lower level bathroom is next to impossible. The exterior picture is for the lower level bathroom. I would think an extractor fan mounted on the window would be likely, or the space immediately above the window where the exterior is white plaster / stucco. Upstair bathroom might be easier but unfortunately I did not take photos of the exterior. The last two photos are for the upper level bathroom.
