Sky cable

I need an electrician to run a sky cable from the dish to the ground floor of my 2 story home (see pic). There's no manhole. Sky won't do it because they don't allow their contractors to drill into plaster cladding houses. There are some existing hooks externally where there used to be a cable so ideally it would be good if these can be reused.
