Install Pendant Light

I'd like to install a pendant light in my stairwell. There is currently lighting on the walls.. cabling must run around the walls not up and over roof as I can't locate any cabling in the roof space... need the electrical wiring done and I guess feedback on what needs to happen to get a cable up to the roof!
