Small Electrician Jobs Needed Done Please

Two things: Was replacing the lightbulb in the lounge and the metal bit that is attached to the lightbulb is stuck in the fitting - can't get it out to replace the lightbulb properly. There's a light in the office room and there's about 8cm of wiring hanging out of the roof that attaches to the lightbulb fitting - so it's possibly just come loose from the ceiling but needs fixing. I really just want someone to come and get the jobs done who is available after midday (I'm not available before then).
