Lining ceiling and walls, flooring

There is an attic-style pitched roof space (7mx3m) above our single garage that needs a proper floor installed (covered with planks by previous owners) + the walls and ceilings insulated and lined (applied for insulation subsidy, waiting to hear back). There is also a small, low-roofed adjacent room (2mx3m) that has a floor but also requires insulation and lining of ceiling and walls. There is one light in both rooms but electrical outlets will also be required to be installed. There are no windows in either room and ventilation will need to be considered.
