Faulty light wiring

A few days ago I switched on the light to my bedroom (which has two lights) and there was a bright blue spark on one of the light bulbs and the fuse blew. Previously, the bulbs in my room would never last more than 3 months or so and always needed changing. This wasn't a big deal but this time the bulb I took out had a hole burnt through the metal tip (which definitely isn't normal!) so I need a sparky to come fix whatevers wrong in case it's a fire hazard. Pic of the light bulb attached. House is also sometimes damp which was what I thought was shorting the bulbs. Can you please quote me on what you think is wrong and how much you think will cost to fix (an hourly rate?) Thank you
