Ceiling lamp cord requires shortening

The wire cord for the ceiling light I have is a little too long and has a bit where the wires underneath are naked - would like to find out how much it would cost to shorten it by 20cm or so. The end of the light fitting also doesn't quite fit the lamp shade I have bought - would be great if there was some way to get this to hang snugly. Thanks in advance.
