Water damage around window

Our window has got water damage around the sill and it’s causing mould. Wanting someone to see if there is a way to fix this. Possibly need to replace window sill. Does seem to be an issue with the rubber seal on the outside of the window as well. Have early signs of similar issues on other windows so could be more than window to do if you have a fix.
