Windows and doors open and shut

Many of my windows have been painted shut (not by me). I need them unstuck and made good (eg paint where it may have to be removed to un-stick them) Most of my doors inside the house do not shut ? why, either due to wood changing shape, house settling over the years or something else. would like them all to be able to shut. May need rehanging, bits shaved off.
