Repair surface on concrete steps

Our building is close to 25 years old. There are flights of steps between the residences. The lower ones in particular have some damage and cracks on the surface. This was made worse by scaffolding in the last two years. We don't think all the steps need full resurfacing but the lower ones could do with having the coating layer repaired. We would like to discuss the best approach for this. The photos attached show the steps with the most obvious damage.
