New anchors into concrete

Two concrete anchors have failed on a 4 meter long concrete path. Looking to at least economically get some new heavy duty anchor bolts drilled in to hopefully prevent further movement of the path from the posts. Not sure if it could be a good idea to try jacking it back up a few centimetres first too? Maybe if you have concrete spraying to help prevent further erosion from under it that would be good too, but given that this is 60 steps up from the roadside, I can understand if that is hard/cost prohibitive to do.
