Vehicle access from road

We need someone who can put in the vehicle access to the road (across the footpath) to connect the road to an already established driveway, however this is a new entry. I am assuming there maybe some need for council standards to be met? We are desperate to get this done ASAP as people are parking across rhe access and blocking the ability to get in and out. Rachel
