Repair rotten section and lay cables under carpet

Hi, we have a section of rotten carpet, about 2 or 3 meters, by 30 cm that need to be repalced with some offcuts trhat we have saved. Also, I'd like to lay some cable under the carpet going up the stairs. Thanks
