Carpet underlay and reinstatement

The basement flat got flooded last year. As a result i had to uplift the carpet and remove about half of the sodden underlay. I also had to remove some of the wooden strips where the carpet was fixed to. I would like to get new underlay installed and the carpet fixed into place again. The full area is about 40m2, and the underlay was removed from about a third of it. I have kept some of the removed underlay but not sure if it can be re-used.
