Lay underlay and carpet

I have a 2.7x3.6m bedroom that needs a carpet replacing. I have the carpet, and underlay. There is a hard tile on top of the timber floorboards (picture attached) I was easily able to nail through this and into the timber underneath. So the request is to lay the underlay and carpet on top of this 'tile', no need for it be removed. The carpet we pulled up from the lounge and cut down
