Balcony sealing

Hi there, I have a issue where the balustrade that runs along the edge of my balcony floor has deteriorated, to the point that when it rains, water leaks into the conservatory area of the apartment below me. Prior residents in the below apartment have tried to apply sealing products to the affected area but apparently the issue remains. Attached are some pictures that hopefully give you some impression. Please advise if you’d be willing to take a look. Thanks!
