Metal handrail extension into concrete driveway

Looking for a new handrail to be joined to an existing handrail to enable easier access. The new rail would need to connection to a concrete driveway which is on a slope. Approximate length is 2.5m and height approx 0.9m. The new rail would come down and across the driveway to meet at the road. We have written permission from the council to do so.
