replacing wooden deck railing

One of the upper handrails of my deck has a knot which has created a pool of water, rotting the wood. I think the whole top rail will need replacing. It's about 10cm across, 2 cm deep and probably 3m long. The deck is treated wood. Access is via the house (the deck is on the upper level).
