traffic guard deck with nails popping

There is a large traffic guard deck that was recoated 5 years ago needing maintenance. Nails are popping through it and I need this attended to before it can be recoated. Once the cause of the popping nails has been attended to and the affected area has been made watertight I am interested in fitting a floating deck surface to it (or recoating in traffic guard)
